ILRC Observers, usually referred to as ILROs, are civilians responsible for ensuring that no breaches of the Stellar Accords or interstellar life rights laws happen by recording, auditing, and reporting violations to the ILRC. Besides serving as watchdogs to prevent such abuses from happening, they also provide aid to civilian populations during conflicts.

Lightly armoured, they are entirely neutral, and will only fight in combat when it's to protect citizens or themselves. Although Peacekeepers can come from many walks of life, most join because of a desire to help people and prevent harm from coming to civilians. Typically, they can be found in warzones, disaster relief operations, or regional stabilization efforts.

Peacekeepers operate under political and legal constraints, needing consent of the colony's host and adherence to the Stellar Accords. As a result, their deployments are often delayed. While officially neutral, their operations are largely funded by the United Nations and the Three Suns Empire, with the [[Socialist Progressive Peoples (SPP)]] providing minimal resources for the sole purpose of protecting their own.

The Stellar Accords, formed after the events of [[Operation Justice]], are a series of intergovernmental treaties and agreements that establish the rules of war, humanitarian protections, and ethical conduct across interstellar space. Often described as the equivalent of the Geneva Conventions, the Stellar Accords provide a legal framework for the treatment of prisoners, protection of civilians, and regulation of weapons, while also outlining protocols for first contact with interstellar ~~species~~. Although widely endorsed by many governments including the [[United Nations]] and [[Three Suns Empire]], the Accords are frequently criticized for being unenforceable in remote regions and for having loopholes exploited by governments and corporations groups alike.
