THE SOCIALIST PROGRESSIVE PEOPLES

Overview

The Socialist Progressive People is a vast, authoritarian socialist state commanding a vast territory across many star systems. Based on the idea of collective ownership and the elimination of class distinction, SPP is striving toward building a utopian society in which the needs of many outweigh the desires of few. The regime is characterized by rigid adherence to socialist doctrine, central control over resources, and a strong state apparatus that enforces its ideological tenets.

Originally consisting of Germany, Spain, and Russia, the SPP government progressed into space, further distancing themselves from the United Nations and Three Suns Empire, as their conflicts of interest and ideals grew.

Culture and Ideology

The socialist underpinnings of the SPP have a strong effect on culture, forwarding a sense of unity and commonality amongst all constituents. State indoctrination through education makes people more loyal to the state and collective than pursuing individuality. The arts and sciences must serve the regime's purpose in works showing the victories of the SPP and the superiority of its ideology.

Faction Relations

The Colony Liberation Front

Due to the decentralized, cell-based nature of the CLF, the relationship between the two groups is complicated. While the SPP has a record of supporting rebel cells active in their rival’s territory, typically ones with socialist leanings, not all CLF cells within the Three Suns Empire or United Nations are aided by the SPP. Furthermore, a dislike of the SPP isn’t an uncommon view for members of the CLF to hold, viewing them as another foreign power seeking to dominate their homelands, no better than the United Nations or Three Sun Empire. Even within the SPP, many CLF cells can be found belonging to a diverse set of ideologies and beliefs.

United Nations

The SPP is the primary political and ideological competitor to the United Nations. SPP strongly advocates state control, homogeneity, and expansion. This resultant ideological divergence gives rise to a cold war characterized by a series of unrecorded military skirmishes between the SPP army and the United Nations Marine Corps. These encounters, usually taking place on disputed territories or newly colonized worlds, brought home the fragility of peace, the fact that both sides were engaging in clandestine operations meant to wear each other out while maintaining plausible deniability.

Three Suns Empire

Although their rivalry isn’t equal to that of the UN & SPP, the Socialist Progressive Peoples and the Three Suns Empire have shared a mutual disdain for one another ever since suspicions that the SPP were somehow involved in The Orthis War. Incursions and scouting parties sent over borders, has led to a watchful eye being permanently cast over where their borders meet, an expression of distrust both superpowers share. The SPP has been known to fund CLF cells in Imperial Territory, while the TSE has been rumored to pay off Paramilitary companies & freelancers to conduct sabotage operations. However, both groups are careful not to cause too much trouble, as a war would be devastating for the two nations, no matter who would prove victorious. As it stands, both parties are content to skirmish on the frontier, holding a “If they strike first” policy on a war.

The Ministry of Health

The Ministry of Health is a ministry dedicated to ensuring the health and well-being of SPP Civilians. It works to develop vaccines, pharmaceutical drugs, prevent the outbreak and spread of infectious diseases, publish health guidelines, and maintain the health databases for SPP Civilians. All hospitals in the SPP are under the jurisdiction of the Ministry of Health, making it one of the largest SPP Ministries in terms of reach and jurisdiction, despite having relatively minimal influence within the SPP. As such, practically all working doctors are members of the Ministry of health. While the Ministry of Health does engage in research, it is all focused on medical and genetic sciences, unlike its sister, the Ministry of Space Colonization.

Furthermore, the Ministry of Health is also responsible for coordinating disaster relief efforts and disaster response, with all SPP sectors having Ministry of Health response teams available for rapid dispatch. While excelling at pandemic response, they are also trained and equipped for chemical, nuclear, and radiological incidents, as well as natural disasters.

Historically, the Ministry of Health was formed to ensure that the socialist ideal of universal healthcare is maintained, and that all civilians of the SPP are kept healthy and strong. To this end, the Ministry of Health developed a universal standard model for all hospitals, intended to address potential issues and centralize the healthcare apparatus. While the model has allowed for all citizens of the SPP to be treated, it’s not perfect; hospitals and facilities farther away from the heart of the SPP often report a lack of resources or infrastructure to treat patients adequately, especially for more personalized conditions. Despite this, the Ministry of Health’s universal healthcare is a point of pride for the SPP, often appearing in propaganda and state-published media.

Ministry of Health Doctor

A Doctor for the Ministry of Health, responsible for maintaining the health of their comrades, even if the equipment they get is somewhat substandard. They can be found on most SPP Colonies, such as Sorokyne Strata, and are equipped with caps for keeping hair contained, white lab coats, and ShMB/4 gasmasks.

The Ministry of Colonization

The Ministry of Space Colonization is the body responsible for expansion, research, exploration, and cataloging of the universe. Formed following the exodus from Earth, members of the Ministry of Space Colonization are often deployed alongside members of the Naval Infantry, serving as the tip of the spear for the SPP’s growth, surveying and accounting distant worlds, gauging habitability, assessing resources, and ultimately establishing new colony outposts and holdings. The Ministry of Space Colonization is diverse in its makeup, consisting of not only labourers and explorers, but scientists belonging to practically any field of research. These dedicated members of the SPP are trained for harsh conditions they may face in the field, as well as the dangers they may face from not only natural threats, but also from rival nations seeking to establish their own colonies, as well as indigenous groups they may displace during their efforts.

Within the SPP, serving for the Ministry of Space Colonization is viewed as deeply honorable, with the task itself being viewed as the expansion of not only physical territory and acquisition of resources, but also Socialist doctrine and ideology. The Ministry of Space Colonization’s areas of research are broad, often belonging to the natural or applied sciences. Sectors such as Zephyron offer distinct opportunities for the Ministry of Space Colonization, with many new interstellar animals, materials, and phenomena offering unique chances for the SPP to gain an advantage over its rivals.

Surveying and cataloging new systems and planets is another vital task that the Ministry of Space Colonization conducts, holding stellar databases large and comprehensive enough to rival those of other nations and corporations. The Ministry of Space Colonization occasionally will exchange such information with other interstellar cataloging organizations, but it nonetheless committed to withholding information regarding many systems, especially those within their territory.

Ministry of Space Colonization Researcher

A Ministry of Space Colonization Researcher, who's typical research projects involve learning more about the planets they might find themselves on, such as the geothermal phenomena on Sorokyne Strata. These scientists distinguish themselves from their Ministry of Health peers by wearing darker lab coats and glasses.

Military and Government

It has a strong military structure where advanced star fleets and ground forces can defend its interests and help to spread its reach in any part of the galaxy. The very idea of military service is something rather noble, connected with ranks full of traditions and honor.

The leadership of the government is a closely knit council of the elite party members who oversee all aspects of life in the SPP: production and economy, education, culture. Dissent is quashed swiftly, and propaganda is everywhere, hailing the SPP as the rightful leader of humanity's future among the stars.

The Commissariat

The SPP Commissariat is a group of political officers specifically deployed alongside military units, but oftentimes taking part in more politically charged military matters, and more civilian matters, anything from diplomacy to interrogation.

The Commissariat, or Kommissariat as it is known within the SPP functions separate from the military chain of command, functioning instead as the direct hand of the party in the military. Each unit no matter the size is mandated to have a political officer, often to function as a rubber stamp or an officer of last resort, however they almost never have the jurisdiction to directly command a military unit or operation.

Oftentimes, lower-ranking Kommisars may be seen on the frontline sprouting propaganda and leading a charge, or boosting overall morale, while higher-ranking ones may be seen conducting investigations, interrogations, or diplomatic events.

In cases of extreme risk, such as deployment of weapons of mass destruction for example, the Kommissariat can stand in to veto or ensure the party’s position is held. This is a power that can not be deferred or taken away unless at direct command of a higher-ranking party official, or a suitably higher ranking member of the military such as a general, admiral or field marshal.

In some moderate cases, Kommissars may be deployed as administrators, or to interrogate or root out dissent. Need someone to give a reason and an answer? If the secret police aren’t around, a Kommisar will be your best option.

The Kommisariat utilises a political rank structure, ultimately only answering to the General Secretary of the party. While they have no direct authority over anything that happens within the military, (unless under extreme conditions), functioning more as advisors or overseers to ensure the party's will is followed.
