Interstellar Sapient-Life Rights Council
The Interstellar Sapient-Life Rights Council (ISLRC) is a multi-species, trans-governmental organization dedicated to the protection, recognition, and advocacy of rights for all sapient beings across known space. Formed in response to centuries of exploitation, discrimination, and conflict, the ISLRC operates as both a legal mediator and watchdog agency, ensuring the ethical treatment of all intelligent life forms.
The ISLRC’s official mission is to protect the rights of all sapient beings and promote ethical governance across species lines. It publishes recommendations and ethics charters on topics such as labor exploitation, genetic research, cultural preservation, and fair treatment. While the Council’s committees investigate cases of abuse and discrimination, their findings are often ignored or dismissed by the very entities they aim to regulate.
The ISLRC also seeks to mediate disputes between factions, but its involvement is typically viewed as a symbolic gesture to delay conflict rather than an effective solution. Peace negotiations often occur behind closed doors, with real power brokers working independently of the Council’s influence.
Interstellar Sapient-Life Rights Observers
The Interstellar Sapient-Life Rights Observers (ISLRO) are field agents deployed by the ISLRC to monitor combat zones and conflict areas where war crimes or humanitarian abuses are suspected. Operating under neutrality agreements, these observers document violations, interview witnesses, and compile reports on atrocities committed by governments, corporations, or otherwise. Its partly a PR stunt however, their presence serves as a deterrent against blatant abuses, and their findings are often used to pressure violators through media exposure or diplomatic channels. However, IHRO teams frequently face hostility from both sides of a conflict and are criticized for being ineffective in preventing atrocities in lawless regions.

The Stellar Accords
The Stellar Accords are a series of intergovernmental treaties and agreements that establish the rules of war, humanitarian protections, and ethical conduct across interstellar space. Often described as the space equivalent of the Geneva Conventions, the Stellar Accords provide a legal framework for the treatment of prisoners, protection of civilians, and regulation of weapons, while also outlining protocols for first contact with alien species. Although widely endorsed by many governments including the United Nations and Three Suns Empire, the Accords are frequently criticized for being unenforceable in remote regions and for having loopholes exploited by governments and corporations groups alike.
The Stellar Accords does the following:
- Protection of Civilians:
- Bans attacks on non-combatants and essential infrastructure (e.g. hospitals, schools).
- Requires the establishment of safe zones for civilians during conflicts.
- Requires the facilitation of humanitarian aid and access for relief organizations.
- Treatment of Prisoners of War:
- Mandates humane treatment.
- Bans torture and inhumane treatment.
- Ensures access to food, medical care, and communication with families.
- Protects the rights of POWs to fair trials and legal representation.
- Prohibited Weapons:
- Bans the use of biological weapons.
- Bans the use of radiological weapons outside of space combat.
- Restricts the deployment of weapons of mass destruction in populated areas.
- Regulates the use of artificial intelligence in combat.
- Cultural Respect:
- Prohibits forced assimilation or cultural erasure during conflicts.
- Prohibits armed strikes on civilian religious and cultural sites.
- Environmental Protections:
- Bans the use of weapons that cause long-term environmental damage.
